Wine Tasting Room Moratorium Update

In 2017, the City Council placed a moratorium on wine tasting room facilities in order to review regulations in a thorough manner. In 2018, the City held a number of community outreach meetings, researched other jurisdictions and options, and held a policy discussion with the Planning Commission. Unfortunately, with other priorities and overall workload, revised regulations were not able to be completed within the current moratorium time frame.

The current moratorium will expire on September 30, 2018. City staff is recommending that the moratorium be extended one more year to give time to finish the City Council’s analysis and process. Under state law, the City can only extend the current moratorium one more time, so staff is recommending the extension be for the full time period allowed. It is the City’s intention to complete the analysis and have final regulations in place by the first part of 2019.
