We are excited to introduce three new members to our Community Development Department, bringing diverse experience and fresh perspectives to the team.
Diane Levine joins us as an Associate Planner from Yountville, where she served as a planner for 3.5 years. Before that, Diane worked as an Environmental Planner focusing on CEQA-related analysis for large energy infrastructure projects. She holds a B.A. in Environmental Studies and Planning from Sonoma State, an AA in Communications, and multiple water certifications from Sacramento State, including a Pretreatment Facility Inspection Certificate. Diane is eager to get to know Sonoma’s Boards, Commissions, and residents and is excited to serve under Community Development Director Jennifer Gates.
Jacob Dunn, also joining us as an Associate Planner, grew up in Southern California and completed his education in Environmental Science and Management, Planning and Policy at Humboldt State University in 2019. He began his planning career with Humboldt County in 2021, working on a range of regional projects. Passionate about fostering healthy communities, Jacob is excited to apply his experience in Sonoma. An avid outdoorsman, Jacob is looking forward to exploring Sonoma County’s natural beauty and immersing himself in the local culture and lifestyle of Sonoma Valley.
Joseph “Joey” Tignor comes on board as our new Chief Building Official, bringing 20 years of experience in the inspection industry. Joey’s goal is to build strong relationships with the community while ensuring public safety through high-quality service. His extensive background will strengthen our department’s commitment to meeting the needs of residents and businesses alike.

The Community Development Department, formed in June 2023, oversees critical aspects of our city’s growth and well-being, including affordable housing, zoning, sustainability, and code enforcement. Under the leadership of Director Jennifer Gates, AICP, the department is organized into five key divisions: Planning, Building, Housing, Climate Action and Sustainability, and Code Enforcement.
